Career and Technical Education - March 21, 2024
On Thursday, Gus Seelig (Executive Director, Vermont Housing and Conservation Board) talked to the House Commerce Committee about his annual report and the pictures and write-ups of all the projects they have been involved in throughout the State. But today they are focusing on housing and workforce development. Seelig mentioned that the Chair had asked him to work with the Career Technical Centers to focus on housing and workforce development in the construction/developer careers. He noted that he and Will Belongia (Executive Director, Vermont Community Loan Fund) had talked to CTE Directors throughout the state to find out what is needed. They said they need more students interested in the construction/housing field.

Future of VEGI - March 19, 2024
Chairman Marcotte presented Jessica Hartleben (Executive Director, Vermont Economic Progress Council) to the House Commerce Committee on Tuesday morning. She focused her presentation on the Vermont Employment Growth Incentive (VEGI) and a proposed forgivable loan incentive. She shared that the Council supports S.247 as it sends a message to the business community that “Vermont is encouraging businesses to come… stay… and create better workforce opportunities for Vermonters.”

Early in the week the Department of Labor (VDOL) presented numerous recommended changes to the language in H.707. Most of the changes indicated that VDOL would like to see more discussion and significant review before moving forward. The primary discussion is about the creation of a separate office reporting to the Governor rather than located within VDOL. The Commissioner later in the week stated that the Governor is not interested in creating a new office. There was discussion that with the right person in the job as Executive Director it might not matter where the position resided as long as the individual was capable of executing the job description as envisioned by the House Commerce Committee.

Legislative Council presented a new draft of H.707 on Wednesday for the House Commerce Committee to review. The new draft creates the office of the Executive Director of the Workforce Expansion, which consists of two employees - an Executive Director (under the Governor) and a support staff member. New language was also added to ensure that the Workforce Governance Task Force will study data management models and names the Executive Director as chair of the working group.

Legislative Counsel reviewed the changes made in H.707 for the House Commerce Committee. The bill makes a number of changes to Vermont’s workforce development system. Since they had reviewed the bill a few weeks ago, the overview focused only on the changes which reflected the Committee’s discussions and the thoughts of Chairman Marcotte.

Legislative Counsel presented an overview of a new strikeout to H.707 to the House Commerce Committee on Wednesday. The bill overhauls the governance of the states workforce development system. The primary change in the system is that the Commissioner of Labor will no longer be the leader of workforce development. The newly created Executive Director of Workforce Expansion and Development will now be the leader of workforce education and training in the state.

The House Commerce Committee heard from a consulting group on Tuesday regarding the governance of the state's workforce development programs.
The goals of this report included:
- Outline Vermont’s exiting workforce system and detailing the roles and reporting structure of each entity involved.
- Report on the existing level of formal and informal coordination and integration across workforce programs.
- Identify potential barriers to effective governance, administration, and integration.
- Identify how and when participant and program level information is shared between system partners.
Workforce Investment System
The House Commerce Committee took up the workforce investment system & registered apprenticeship program annual report on Tuesday. Because the full report is 70 pages, Chairman Marcotte asked that a summary of the report be provided to the Committee.

Chairman Marcotte introduced Representative Brumsted as Co-Chair of the Government Accountability Committee along with Senator Brock. Brumsted shared with the House Commerce Committee that she has served in the Legislature nearly eight years and she was partly responsible for “sunsetting the previous committee” as the statutory authority was not sufficient.
