    The bill, S.328, adjusts several state programs and local planning requirements to better support housing development, align services and housing for Vermonters with developmental disabilities, and refine how communities plan for growth and infrastructure, with key topics including municipal planning and zoning, housing finance and credit facilities, common interest communities, service-supported housing, downtown and village center designations, and targeted housing needs assessments.

  • Delaying Parts of Act 181's Rural Land Use Provisions (S.325) - Overview & Analysis

    The bill, S.325, makes technical, transitional, and policy changes to Vermont’s land use and regional planning laws to recalibrate implementation of Act 181. In the House proposal of amendment, the bill repeals Act 181’s road-jurisdiction and Tier 3 jurisdiction provisions, delays certain related implementation dates, extends several housing-related exemptions through 2028, and clarifies how Tier 1A and Tier 1B review will work under the new land use planning framework. It also makes changes to regional planning procedures, creates new reporting and oversight requirements, and adds a public engagement process on working lands and natural resource protections.

    Chairman Stevens introduced Chris Cochran (Director of Community Planning Revitalization, Department of Housing and Community Development) on Thursday morning, stating that he has relied on him for many years. Cochran agreed that they have a good working relationship.

  • Regional Housing Targets - Feb 20, 2024

    The House General & Housing Committee returned to a conversation around setting regional housing targets on Tuesday. Maura Collins (Executive Director, Vermont Housing Finance Agency) had comments regarding the Draft 1.1 that the Committee was reviewing. She was very supportive of the “great changes” regarding the Housing Needs Assessment, with one caveat. She pointed to the Building Homes Together Campaign (Chittenden County) which also set a target but also assumed 25% would be “affordable units.” She noted that in some years that program has come close to meeting the targets but fell short of the “affordable” goals.

  • Housing Development and Rehabilitation (H.719) - Feb 8, 2024

    Legislative Counsel started reviewing Section 15 of H.719 for the House General Committee on Tuesday afternoon. This section creates some time limits on and on venues where they can be brought.

    Under the current language, appeals must be brought within 60 days following the case being filed with the Environmental Division in the court system. Legislative Counsel worried that this may be a first for courts (having time limits imposed) and worried there may be some constitutional issues here. They will continue investigating and report back.

  • New Housing Initiatives - Feb 8, 2024

    The first witness that the House General Committee heard from on Thursday was Chris Donnelly (Director of Community Relations, Champlain Housing Trust) who lead by saying that “the biggest risk we can take is not acting.” He called for “permit reform, Act 250 reform and more in the form of resources to really help low- and moderate-income people.”

  • Housing Appeals Board (H.647) - Feb 7, 2024

    Judge Walsh introduced himself to the House General Committee and highlighted his 18 years as an attorney after being an engineer. For six years he represented the former Environmental Board and was also in private practice. His experience goes back to before Act 100 and the appeals process.
