Workforce Development Governance (H.707) - Feb 22, 2024
Legislative Counsel reviewed the changes made in H.707 for the House Commerce Committee. The bill makes a number of changes to Vermont’s workforce development system. Since they had reviewed the bill a few weeks ago, the overview focused only on the changes which reflected the Committee’s discussions and the thoughts of Chairman Marcotte.

Pathways to College - Feb 14, 2024
Joyce Judy (President, Community College of Vermont) told the House Education Committee on Wednesday that CCV is one of two institutions which make up the Vermont State Colleges. They complement each other and present a strong system where 95% of students are Vermonters. They actively serve about 10,000 Vermonters – some are full time and some are just taking one course.

Workforce Development Governance (H.707) - Jan 24, 2024
Legislative Counsel presented an overview of a new strikeout to H.707 to the House Commerce Committee on Wednesday. The bill overhauls the governance of the states workforce development system. The primary change in the system is that the Commissioner of Labor will no longer be the leader of workforce development. The newly created Executive Director of Workforce Expansion and Development will now be the leader of workforce education and training in the state.

Workforce Investment System
The House Commerce Committee took up the workforce investment system & registered apprenticeship program annual report on Tuesday. Because the full report is 70 pages, Chairman Marcotte asked that a summary of the report be provided to the Committee.

Workforce Development Governance Report
The House Commerce Committee heard from a consulting group on Tuesday regarding the governance of the state's workforce development programs.
The goals of this report included:
- Outline Vermont’s exiting workforce system and detailing the roles and reporting structure of each entity involved.
- Report on the existing level of formal and informal coordination and integration across workforce programs.
- Identify potential barriers to effective governance, administration, and integration.
- Identify how and when participant and program level information is shared between system partners.

Expanding Apprenticeships (H.452) - Overview
The bill expanding Vermont's Apprenticeship programs, H.452, passed both House and Senate in the final days of the legislative session and is on its way to the Governor for signature. It was an important bill for the Vermont Department of Labor (VDOL) and the Administration. This bill (which is 52 pages) puts current practice into statute to ensure compliance with the federal law.
Additionally, these changes needed in order to leverage federal grants, to modernize the system, to provide support for employees, to ensure the programs are doing what they say they are doing, and to give VDOL the authority to manage the programs.
